Introduction

A disaster and development practitioner with over 20 years of leading and implementing experience in Disaster Risk Reduction and development programs. He has worked for International Development Research Centre (IDRC, Canada) and United Nations Development Program (UNDP) supported programs in Nepal, Asian Disaster Preparedness Centre (ADPC), Thailand, Canadian Red Cross in the South and Southeast Asia, International Federation of Red Cross and Red Crescent Societies (IFRC) in Pakistan, German Red Cross in the Philippines and for Swedish Red Cross in Sudan.

Has strong technical background in program design and implementation of integrated development programming including Community Based Disaster Risk Reduction and climate change adaptation programs, community resilience building, monitoring & evaluation, institutional capacity building of local government authorities and Red Cross and Red Crescent Societies, mid-term evaluation of community based risk reduction program, formulation of strategic plan for disaster risk reduction and climate change adaptation, strengthening of multi-hazard early warning systems, training facilitation, curriculum development, and integrating Disaster Risk Reduction (DRR) into government policy and programming.

Has carried out project reviews and evaluations including IFRC/Nepal Red Cross Society-Earthquake Recovery Operation, final evaluation of Nepal earthquake recovery operations of Dan Church Aid supported project, review of operations and maintenance (O&M) of small scale projects (UNCDF), and the mid-term evaluation of community based disaster risk reduction program (French Red Cross/Canadian RC, Myanmar RC).

Authored/edited six books including Community Based Disaster Risk Reduction for Local Authorities (2006), Disaster Risk Reduction: Case Studies from Asia (2017) and a dozen of peer-reviewed articles in international journals and book chapters. Has developed a mathematical index to measure disaster resilient communities, which has been widely cited in the international journals and publications.

Has obtained two master’s degrees in Environmental Risk Assessment and Public Administration and a Bachelor’s degree in Forest Resources Management. Was a recipient of MahendraVidhya Bhusan-B from the then King Birendra BirVikram Shah Dev of Nepal for securing first class first position in MPA degree.
